...the Veteran’s Benefit Act of 2003 establishes a procurement program for service-disabled veteran-owned small business and provides additional authority to set aside procurements exclusively for service-disabled veteran-owned small businesses if there is a reasonable expectation that two or more SDVOSBs would bid and award could be made at a reasonable price. It also permits contracting officers to make sole source contract awards If only one SDVOSB can satisfy the requirement and the anticipated award value will not exceed $5 million for manufacturing NAICS codes and $3 million for other NAICS codes.

In 1967, at the age of seventeen, Mr. Allen Edwards was sitting in a rice patty in Vietnam with the 3rd Battalion, 5th Marine division known as the Mike Company; with his M-60 machine gun strapped on his shoulder. Mr. Edwards did not know that the mud covering his boot tracks in the rice patty field would help to shape and mold him for his life’s journey; to be a beacon light to the men and women who served to protect “we the people” and the shores of the United States, where freedom is not always free. We must never forget those who paid with their lives so that we can be FREE!

How do you measure the value of a man, or how do you say, “Thank you for your service!”? Mr. Edwards triumphantly returned from war with wounds of Post Traumatic Stress Disorder (PTSD), and as testament to his courage and fortitude he was awarded: Combat Action Ribbon, Navy Presidential Unit Citation, Navy Unit Commendation, Navy Meritorious Unit Commendation, Vietnam Civil Actions Unit Citation, and Republic of Vietnam Campaign Medal.

Thirteen years ago, in his backyard, Mr. Edwards’ vision to form a company that would be dedicated to memorialize our veterans came to life. EBA Enterprises, Inc. was born under the umbrella of Public Law 108-183, and is committed to providing the best of the best products and services.
