The Veteran’s Benefit Act of 2003 establishes a procurement program for service-disabled veteran-owned small business and provides additional authority to set aside procurements exclusively for service-disabled veteran-owned small businesses if there is a reasonable expectation that two or more SDVOSBs would bid and award could be made at a reasonable price. It also permits contracting officers to make sole source contract awards If only one SDVOSB can satisfy the requirement and the anticipated award value will not exceed $5 million for manufacturing NAICS codes and $3 million for other NAICS codes.

Educators Basketball Association (EBA) also known as Educators Athletic Association (EAA) was established in 2004 by Allen Edwards. Sacrificing in many areas of his life, Allen took it upon himself to accomplish his goal of building a nonprofit organization for youths and international students from Sweden, France, Canada, Cameroon, Russia, Germany and the United Kingdom to help fulfill the American Dream.

He established a youth recreation training facility located on the family owned land in Boyds Maryland.  The EBA training program specialized in training Professional, Collegiate and High School Athletes.  The home was set up with the necessary equipment to provide training to athletes in all sports. Large fields used for running obstacle courses provided a healthier conditioning for the athletes. Scientific evidence had proven this to be beneficial for the joints of the human body during long distance running.

His Board of Directors, from across the United States and International, were highly educated and skilled individuals with great achievements in many areas. The majority of his staff became Olympic stars and ranged from Doctors, Surgeons, Nurses, Physiologists, and Naturopathic Doctors; who specialize in Corrective Nutrition to Professional Coaches.

Allen’s goal to build self esteem, courage, and commitment within one's self speaks volumes; drilling in the minds of others on how to become a better person. His philosophy for knowing where you’re going and how to get there included these four main ingredients in life:  mental, spiritual, physical and commitment to what you are doing. “Commitment is what transforms a promise in to reality.  It is the words that speak boldly of one’s intentions and actions, which in itself speaks louder than words.  It is making the time when there is none, coming through and working hard day after day, year after year.  The power to change the face of things is the commitment and character within one’s self.  It is the daily triumph of integrity over skepticism.”

After all the hard work and commitment EBA has made a remarkable transition to the new and improved EBA Enterprises Incorporated that now has acquired top quality vendors selling Sporting Apparel and Equipment.
